State troopers are entrusted with patrolling highways and interstates as well as promoting the general safety of the public. (Being deceitful and putting their own interests above the welfare of others are not traits typically associated with the profession.) Kevin Moore, a Connecticut State Trooper from Moosup, has recently been charged with worker’s compensation fraud for allegedly lying about his continued need for workers compensation benefits.

Moore injured his back while working in July 2019 and was placed on temporary total disability (TTD) by his doctor. (This allowed Moore to collect wages from the state for the duration of the time he was unable to work because of the sustained injury.)

Gallagher Bassett Investigative Services (GBIS) monitored Moore from November 2019 to February 2020 to see if he was following the instructions and physical limitations set for him by his doctor. GBIS discovered that Moore was operating a T-shirt business while receiving workers compensation benefits. (That is illegal. In light of the situation he finds himself in now, he should consider making a t-shirt with this slogan – ‘Fraud Is Not Fun.’)

Investigators claim that Moore violated the stipulations required to receive workers compensation benefits by receiving additional income from T-shirt business sales and by physically functioning beyond the limitations recommended by his doctor. (I think most of us wish that our back problems were also fictitious.)

Between November 2019 and May 2020 Moore received about $47,000 in workers compensation benefits that he purportedly wasn’t entitled to. Prosecutors claim that Moore was able bodied and should have returned to work rather than collecting benefits he did not deserve. (Think twice next time you think it’s a good idea to lie so you can take a “sick” day.)

Moore was placed on administrative assignment while the charges against him are reviewed by the Professional Standards Unit. (That must make for an awkward return to the office.) His police powers will remain suspended and he will be without his service weapon and badge for the duration of their investigation.

It’s important to remember that Moore is innocent until proven guilty. When he goes to court, he will be facing one count of fraudulent claim or receipt of benefits and one count of larceny in the first degree if convicted of workers compensation fraud.

Police say 41-year-old Kevin Moore of Moosup was arrested on Wednesday by inspectors from the Workers Compensation Fraud Control Bureau which is in the Office of the Chief State’s Attorney.
