A Texas tax preparer has been charged in connection with a widespread income tax fraud scheme that generated thousands of dollars in fraudulent refunds by exploiting vulnerabilities in electronic filing systems. According to the Internal Revenue Service Criminal Investigation Division (IRS-CI) and the U.S. Attorney’s Office for the Southern District of Texas, the defendant allegedly filed dozens of falsified federal income tax returns using stolen personally identifiable information (PII).

Investigators say the preparer fabricated wage and withholding data to inflate refund amounts, often claiming credits such as the Earned Income Tax Credit (EITC) and Child Tax Credit (CTC) for individuals who did not qualify. In many cases, the taxpayers were unaware that returns had been filed in their names until their legitimate filings were rejected. Refunds were routed to bank accounts and prepaid debit cards controlled by the defendant or associated conspirators.

The scheme came to light when IRS analytics systems flagged clusters of returns showing repeated employer identification numbers, identical deduction patterns, and overlapping IP addresses tied to multiple filings. Further investigation revealed that the preparer had also recruited individuals to provide personal data under the guise of “free tax services,” later using that information to submit fraudulent claims.

“This kind of fraud not only steals from the government, it creates lasting harm for victims whose identities are compromised,” said an IRS-CI spokesperson. “We are committed to identifying patterns and stopping those who manipulate the tax system for personal gain.”

The case highlights the growing importance of identity verification, anomaly detection, and cross-channel monitoring during tax season. The defendant faces multiple counts of wire fraud, aggravated identity theft, and filing false claims with the IRS.
